Ban on Plastic Packaged Drinking Water Bottles at Govt. Offices and Hotels in Maharashtra.

According to latest reports, the Maharashtra Govt. issued a ban on Packaged Drinking Water Bottles at Govt. Offices and Hotels to become a plastic free state from March 2018.  Maharashtra Environment Minister Ramdas Kadam said that, they will send team to six States of the country, including Himachal Pradesh and Kerala to achieve the plastic-free status and study their model.

The minister further added that, they will first implement the rule in the Maharashtra and then will ask others to follow it. The government will use the funds under the District and Development Committees (DPDC).

Water Level in Major Reservoirs Decreased to 69% in India

As per the news article in the India Today, the water level in major reservoirs in India decreases to 69% of their total storage capacity.  There was around 109.878 billion cubic metres (BCM) water in the reservoirs till October 26 and now it has dropped to 108.373 BCM.

The reservoirs in the states namely; Rajasthan, Jharkhand, Odisha, Gujarat, Maharashtra, Uttar Pradesh, Madhya Pradesh, Chhattisgarh and Telangana have reported lesser water storage level compared to last year. Whereas, major dams in Himachal Pradesh, Punjab, West Bengal, Tripura, Uttarakhand, Andhra Pradesh, Karnataka, Kerala and Tamil Nadu have reported better storage level compared to the corresponding period last year.

There is need of proper management for the replenishment and to augment the storage capacity of the reservoirs as well. Mr. T. Krishnakumar, president (India and south-west Asia), Coca-Cola said that, they are bringing Glacéau Smartwater to India by 15 December. Glacéau Smartwater is one of the popular water brands in US and is sold as a premium product globally. It is vapour-distilled water with electrolytes added for taste.

There are 5,842 registered water packaging units in the India. Bisleri International Pvt. Ltd., is leading the Packaged Drinking Water market with an estimated 24% value share. The Packaged Drinking Water Market is reaching the new heights in India. ‘Divya Jal’ Packaged Drinking Water by Patanjali

Baba Ramdev all set to launch his Packaged Drinking Water ‘Divya Jal’ in this Diwali. Ramdev’s spokesperson, S.K. Tijarawala said that, the Divya Jal will be available all over the India in the next three to six months;the sales target for 2018-19 is Rs. 1,000 crore. He further added that, Patanjali may give third-party contract to bottling companies and joint ventures, and will also try to rejuvenate the stressed water plants in future.

As per the FSSAI, In June 2016, there were around 5,842 registered water packaging units, of which only 1,495 units were running legally. On 23rd June 2016, FSSAI had made it compulsory to every bottling unit to get a clearance from the regulator.

MRP Violation of Packaged Drinking Water Continues in Hyderabad

According to the latest amendment of the Legal Metrology Packaged Commodities (LMPC) law, Dual MRP Prices are not allowed on Mineral Water Bottle and other prepackaged commodities.

Selling Packaged Drinking Water above MRP could attract the penalty of Rs. 2,000 for a first offence and even imprisonment of six months for a second offence. But, it is found that, this practice still continues in the Hyderabad City.  Multiplexes, cinema halls, airports and bus stations are still selling Packaged Water Bottles above MRP.

Due to the lack of the action from the Consumer Affairs, Food and Civil Supplies, and even Legal Metrology departments in enforcing the rules and also the Consumer Protection Act, 1986, Mr. Pendyala Satish Kumar has filed a Public Interest Litigation (PIL) before the Hyderabad High Court. He complained to the court about the dual MRP prices on Packaged Drinking Water.

Groundwater level of Visakhapatnam Rises to 7.74m

After many bad news about groundwater, here’s one good news! The Visakhapatnam district, has registered a rise in the groundwater levels. As per the officials, the difference between the present and average is just 59 centi meters which is normal.

District groundwater department deputy director KK Sastry said that, if the district’s groundwater level is more than 9 meters then it will be a cause for worry only, but this year the district registered good groundwater level and this water level will increase in the coming months because of two monsoons.

Further Sastry added that, the groundwater level depends on two factors namely; rainfall and usage through bore wells.According to the Greater Visakhapatnam Municipal Corporation (GVMC) officer, there are about 8000 public bore wells in the city. The civic official reported that, the use of ground water is not high by the public and the corporation also supplies sufficient water to the citizens.

As per the India Meteorological Department (IMD), this year the rainfall activity in the district was better in July compared to the same period last year and according to the IMD director (forecast) Naga Ratna, the district will receive better rains in August and September.

The actual rainfall registered in Visakhapatnam is 337mm against the average of 327.3mm from June 1 to July 31.

Strict Action against Fake Packaged Drinking Water Bottle by Centre

There are some standards for Packaged Drinking Water under sub-regulations 2.10.7 and 2.10.8 of Food Safety and Standards (Food Products and Food Additives) Regulations, 2011 respectively and these standards are compulsory for manufacturers of Packaged Water. The certification of Bureau of Indian Standards (BIS) is mandatory for Packaged Drinking Water.

The FSSAI noticed the cases of sale of water by plants running without license and therefore, FSSAI has been checking the standards on the regular basis with the help of Food Safety Commissioners of States/UTs and directing them to take stringent action against them.The officials of Food Safety Departments of the respective States/UTsare regularly monitoring the packaged water to check whether they meet the requirement of standards and the rules and the regulations under Food Safety and Standards Act, 2006.

In case, if any packaged water not complying with the standards then strict action will be taken under the provisions of Chapter IX of the Food Safety and Standards Act, 2006. There are many complaints received regarding the quality of BIS Standard marked Packaged Natural Mineral water and Packaged Drinking Water as per IS 13428 and IS 14543 respectively and also about the misuse of Standard Mark on Packaged Drinking Water/Packaged Natural Mineral water by manufacturers without having valid BIS License. Depending on the result of the investigation the action will be taken by the concerned officers and cases will be filed in the concerned court of law.

Packaged Drinking Water Scam in Andhra Pradesh and Telangana:

As per the special investigation from Eenadua leading Telugu daily in Andhra Pradesh and Telangana, it is found that about 20,000 Packaged Drinking Water Plants in the two states are running without a valid license.

According to test conducted by Eenadu Newspaper, it is found that a water samples contains mixture of bacteria which are:

  • Deadly bacteria and other harmful impurities
  • Contained E-coli, a faecal bacteria found in the intestines of humans and animals, that causes diarrhoea.
  • Hazardous contaminants including pseudomonas, salmonella and staphylococcus.

These water samples were unfit for human consumption.

Let’s Know the Mandatory Processes for Packaged Drinking Water as Per the BIS:

The Bureau of Indian Standards (BIS) has decided that water must be subjected to processes called Pressure Sand Filtration, Activated Carbon Filtering, Reverse Osmosis, Ozonisation and Ultraviolet Treatment before being packaged and sold. Even a perfect water purifier can purify water but creates other problems as water purification which is much more than just removing impurities and reverse osmosis process removes impurities with most of the calcium and magnesium essential for good health. So, the purified water must also be “Remineralised” to bring back the minerals.

Due to increased demand for Packaged Drinking Water, many local small units are running water plants without the mandatory approvals from the BIS as well as Food Safety and Standards Authority of India (FSSAI). While it may need an investment of up to Rs. 20 lakh to run a legal and hygienic water plant, but many illegal water plant unitsare into the business with just Rs. 2.5 lakh with some sort of equipment that pollutes more than purifies the water.

#How to identify if your Packaged Drinking Water is safe?

Consumer should check whether it is properly sealed or not and details like manufacturing date and batch number.

       Here are the Steps:

  1. Click on the ‘status of licenses’.
  2. Type license number that follows the letter CM/L.
  3. Click on ‘report’.

If the details in report are the same as what you see on the container of the Packaged Drinking Water then it is genuine certification.

But if any fake water unit is using the ISI certification and other details of a branded company on his containers then it is very difficult to identify whether the water is safe or not. It is one of the humongous scam as it plays with human lives…
